    摘要: 計畫目標1.分析現行農地資源相關統計資訊，探討生產型農地的利用與管理等相關議題。 2.針對農地分布現況，探討農地利用的變遷情形及可能影響變遷之因素分析。 3.研提建構未來農地統計體系之芻議及農地政策調整方向之建議。 <U>重要工作項目</U> 利用行政院農業委員2011年農地資源總調查資料，依該資料所區分的生產、保育及不可生產等三類型的農地資訊，與行政院農業委員會與內政部所公布的農地相關統計資料(如耕地、法定耕地、農業普查之耕地等)進行比較。分析內容將著重於農地資源總調查結果與公開統計資料間之關聯性，以及農地使用現況與法定使用分區之間可能產生的落差。並進一步探討生產型農地的利用與管理上之相關課題。 本研究亦擬選擇二個縣市，進行三類型農地資源分布的深化分析。透過行政院農業委員2011年農地資源總調查結果，與2006年內政部國土測繪中心所調查的國土利用現況，進行兩者資料的比對與分析，以探討其間的農地利用變動趨勢。另藉由檢視該期間的農地相關政策與社經變動情形，試圖找出影響農地變動之可能因素。 依據前項研究內容與項目，本研究亦擬舉行二場專家學者座談會。針對農地資源的利用與管理以及農地利用變遷影響因素分析等議題，與專家學者進行意見交換，以為本研究進行期間之重要參考。 <U>預期效益</U> (1)比較分析農地資源現況（主要依據行政院農業委員會2011年農地資源總調查資料）與農地相關統計資料間之關聯性：了解農地使用現況與管制間的落差 (2)分析生產型農地利用與管理之相關課題：提出上述落差所造成的問題 (3)深入分析所選個案縣市之農地資源分布及農地資源利用變動之影響因素：得知上述問題背後的形成因素 (4)研提未來農地統計體系建構及農地政策調整方向之建議：透過前述討論建議未來農地政策可能方向
    Farmland resources are crucial to the well-beings of a nation, and that is no exception to Taiwan. Despite a seemingly strict system of land use control, the fast changing conditions in society, economy and international trade all call for an overhaul of our farmland regulations so as to adapt to the new environment. Based on the latest farmland survey of year 2011, this research first contrasts the legal-specified farmland uses with the current farmland uses to identify the discrepancy between the ideal and reality. We then will attempt to find out the reasons behind. In light of this discrepancy, we will then propose policy recommendations to make a better use of the farmland resources. Throughout this research, the emphasis will be placed upon the interpretation of government’s long-term statistics and recent survey of land uses as a reference for the future farmland policies.
