    Title: 農地資源分布現況與農地政策調整之研究

    Abstract: 計畫目標 1.以國外學者或專家協助蒐集各國之農地資料為基礎，探討當前國外農地政策方向，並分析其如何藉由農地調查與統計等資料來輔助制定農地政策之作法。 2.參考上開國外作法，運用國內既有之農地統計、農地資源調查及農地分級研析結果等資料，並與社經環境、農田水利灌區、農產業專區及農地污染等資料進行對照分析，探討我國農地資源利用相關議題。 3.選擇2個縣市，運用上開資料，探討轄區內各鄉鎮之差異性，深化分析農地利用與管理問題及其可能成因，進而研擬相對應之對策。 4.藉由上開研究結果，研擬運用農地資料來輔助制定農地政策之工作架構與作法，以及農地法令制度應配合調整方向。 5.依據研究內容，舉辦行政機關及專家學者座談會2場，整理分析相關意見納入研究參考。 重要工作項目 1.國外農地統計及政策制定資訊的蒐集及分析。了解國外農地統計資料以及如何應用在農地政策上，可以透過學術期刊、政府部會以及國際組織報告蒐集。並且藉由與國外學者專家的合作，提高資料蒐集的品質。 2.臺灣農地統計及政策制定資訊的蒐集及分析。有關臺灣農地相關資訊，散見於各政府機關統計年報例如內政統計、農業統計、以及各地方政府統計要覽。此外，環保署也有污染土地（包括污染農地）的相關資料。另外，各地方政府也定期發布詳細的社會經濟資料；例如人口、戶量、所得、產業…等。另外，本研究也將了解那些圖層資料可以幫助本計畫之執行，結合政府定期發行之統計年報與相關圖層，藉此細緻化相關政策的建議，使其落實在空間上。 3.國外經驗的轉化。在了解國外經驗後，本研究將擷取較臺灣制度為佳的部分，在考量既有制度改變的可行性下，檢討如何將國外經驗轉化到臺灣制度之中。 預期效益 1.了解國外如何利用農地資料於農地政策之制定，以及成功經驗與面對困難。 2.深入了解臺灣目前農地資料的廣度與品質，以及未來可以增加、改善之處。 3.藉由國外經驗，提出臺灣未來如何運用農地資料於農地政策制定的建議。4.透過個案縣市深入分析，評估所提政策建議的可行性與侷限。
    Main Aims: With the assistance of overseas experts, this research intends to borrow the foreign experience to improve the application of statistics on farmland to land use policy. Major Works: This research will study the uses of government statistics and how they can be better used to facilitate policy-making of farmland. Expected Benefits: The deeper understanding of foreign experience will help Taiwan approach a more sustainable use of land resources and secured food supply.
