Abstract:	本研究的目的在於建立對女性家庭照顧者具有性別敏感度的政策指標。透過文獻回顧，本研究首先從理念層次討論照顧政策的思考架構與類型、針對具體的政策措施進行跨國的比較，進行國外經驗的整理。第二部分檢視台灣是透過何種社會制度將家庭照顧責任加以「家庭化」做為對於父權政策體制的解構分析。其次，將嘗試以Esping-Andersen的去家庭化概念架構為主，提出具有性別敏感度的照顧政策指標，並以現有資料為基礎蒐集相關數據。最後，本研究建議：一、台灣社會福利政策的家庭主義思維跳脫家庭倫理的思維，而以女性主義所提出的照顧倫理，做為新政策的思維。二、台灣社會政策將家庭照顧責任家庭化的機制，必須要被凸顯與分析，才能促成改變。三、在政府施政部分： 1.建議一：呈現多元有關婦女家庭照顧者的政策資訊，並以Esping-Andersen之架構蒐集資料進行跨國比較。 2.建議二：針對家庭照顧者進行定期問卷調查。 3.建議三：針對特定家庭照顧者族群進行調查。 The purpose of this study is to establish gender-sensitive index for policy-making. Through literature review, the study examines different model of family care policy and conducts a comparison among various nations on their family care policy. The study then reveals how care burden is defined as that of families through public policy and legal system in Taiwan and proposes various policy index according to Esping-Andersen？H？Hs conceptualization of defamilialization. The study proposes the following: 1.family care policy should abandon the often taken-for-granted assumption of family ethics and replace it with the feminist ethics of care. 2.the reproductive mechanism of familialism needs to make visible and revised. 3.in its daily practices, the government should ？H]1？H^.Collect data on the proposed index to make comparative study according to Esping-Andersen？H？Hs framework. ？H]2？H^.Conduct regular survey on family care givers. ？H]3？H^.Conduct studies on specific groups of family care givers.
