Title:	首屆「兩岸和平論壇」之解讀

Abstract:	一百二十多位兩岸重要學者於10月11-12日在上海參加首屆兩岸和平論壇，主題為「兩岸和平、共同發展」，由大陸全國台灣研究會與台灣的二十一世紀基金會等十四家兩岸民間團體和學術機構共同主辦，針對兩岸政治關係、兩岸涉外事務、兩岸安全互信與兩岸和平架構等四項議題進行討論。本文分析這項兩岸民間政治對話的意義，特別是大陸的政治目的及後續的發展趨勢。首屆兩岸和平論壇，除了大陸大批官員及政策幕僚參與之外，多位藍綠的前政務官也都參與，實屬創舉。雖然台灣方面參加的兩岸關係學者專家都非常著名，包括前政務官與大使，但都是個別性參加，缺乏馬英九政府或國民黨的授權，也沒有民進黨等在野黨的授權。
