    Title: 論號碼管理機制之革新

    Abstract: 信號碼及編碼計畫不僅是交換機交換的問題,而是與市場競爭、消費者權益及資源之有效利用息息相關的電信政策議題。本文檢討臺灣現行編碼計畫應革新之處,並得出下列結論:就號碼與編碼之治理而言,目前臺灣編碼計畫之決策機制疊床架屋,未來應將整體通訊傳播之政策規劃權交回到通傳會。編碼計畫的指導原則建議包括保障消費者權益、維持市場競爭及技術中立原則。就具體的編碼安排,應該整配合國土規劃進行區域碼之簡化與整併。而電信號碼收取使用費並不能提升號碼使用效率,應當設法在核發號碼時從嚴處理。針對早已沒落的無線電叫人業務,應該執行強制性回收。第二類電信事業在臺灣發展不理想,應該對第二類電信事業直接分配號碼,協助其與第一類業者競爭。號碼可攜服務應該擴及於第二類電信事業間以及第二類電信事業與第一類電信事業間。
