    Title: 開放政府資料的基本原則與相關政策議題

    Abstract: 本文首先析述｢開放政府資料｣運動的起源，介紹｢開放政府資料｣與｢開放政府｣及｢開放資料｣之關聯。本文亦闡述國際間不同組織、團體或其他倡議者對於｢開放政府資料｣概念之闡述。就具體｢開放政府資料｣之推動而言，政策制定者與執行者對於政策目標應有清楚的認知，因此本文分析各國政府或相關倡議者對於｢開放政府資料｣政策目標之界定，蓋政策目標明確，方能使相關政策之推動具正當性，且有助於決定有限資源之最佳配置方式。最後，本文亦探討實際推動｢開放政府資料｣政策時所必須處理的開放格式及授權問題，期能為國內相關議題之討論提供理論基礎，並作為未來就此一議題進一步深入研究之起點。
