Title:	我國2000年總統選舉前後中央府會關係的政治影響：核四議題與府會互動的評析

Abstract:	2000年總統大選，民進黨贏得勝選，取得中央政府執政權，我國中央層級政權第一次進行政黨輪替，並產生「分立政府」(divided government)的體制型態。本研究以我國中央層級政府為分析對象，比較在過去國民黨執政的「一致政府」(unified government)時期，與現今民進黨掌握行政權的分立政府時期，在整體政府表現方面是否具有顯著差異。首先，以核四興建爭議為例，探討在不同府會結構之下，爭議性議題的論述情況。再者，透過三項指標的建立，包括「法案制訂的差異」、「中央政府年度預算刪減幅度」，以及「立法部門監督質詢」等，嘗試評析分立政府與一致政府的政府表現。經由實證分析所得到的初步結論，在爭議性議題的論述與年度預算刪減幅度方面，分立政府時期確實有異於一致政府體制的表現；然而，在法案制定與立法部門質詢監督兩項指標，不同政府體制造成的影響並不顯著。由於我國中央層級分立政府型態甫形成，因此本文僅定位為一初探研究，或可作為未來相關研究的基礎。
