    Abstract: 一九八九年中共正式要求向聯合國停戰監督組織（UNTSO）派遣五名軍 事觀察員，這是中共首度參與聯合國維和行動。冷戰後，隨著經濟迅速成 長，中共同國際各領域合作的日益擴大，中共在聯合國維和行動參與的次 數、規模和程度也明顯日益擴大。本項研究計劃主要目的在於通過中共對 聯合國維和建制的參與行為探討中共在全球安全範式上的實踐。此可分為 兩個層次言，第一是中共維和行動實踐的性質，中共冷戰後日益擴大對聯 合國維和建制參與的原則、目的及理念如何，其反映在中共對全球安全範 式實踐上的性質如何？究竟現實主義的國家安全範式、以及理想主義的全 球安全範式如何影響中共維和行動參與的認知？第二個層次是實踐的困 境，中共維和行動明顯受制於自身實力，和大國競爭因素，此外，最大的 困境是冷戰後聯合國維和的對象已從明顯從以往國與國間衝突擴展至國家 內部衝突，以致強制和平(peaceful enforcement)被頻繁使用，人道主義 干預成為對若干地區進行維和的依據，此同中共一向強調尊重國家主權、 反對以人權作為侵犯他國主權，以及干涉內政的原則和價值相互衝突。本 項研究計劃因此希望通過中共參與聯合國維和行動的個案探討實力、觀念 及大國競爭因素在中共對全球安全範式的實踐過程所呈現的影響。
