Title:	當前巴西與中國大陸經貿關係分析：建立合作架構或持續利益競合

Abstract:	近年來，巴西與中國大陸這兩個在金磚四國的緊密經濟關係是一直各界重視的議題。在「發展」的政策目標下，巴中兩國的經濟互補性，使兩國經貿關係迅速發展，進而成為深化雙邊關係主要驅動力。在巴西政府交替的2011年，巴中經濟關係前景為何？是本文觀察重點。2010 年，巴中兩國在魯拉政府任期最後一年簽定《中華人民共和國政府與巴西聯邦共和國政府2010 年至2014年共同行動計畫》，2011年4月，中國大陸又與蘿賽芙新政府發表聯合公報。前述連續兩年的雙邊關係發展動向之意涵為何？筆者從「絕對利益」與「相對利益」的角度觀察後，認為即使兩國試圖透過政策文件方式，尋求建立合作架構以解決雙邊經貿問題，即使兩國政府充分理解「合作共榮」的「絕對利益」，但是因為「相對利益」的內部效應，及以制度協商方式解決爭議的有效性問題，未來的巴中經濟關係仍將持續因為「絕對利益」與「相對利益」交互影響，呈現合作與對抗並存的現象。
