    Abstract: 公民投票爲補充代議民主的直接民主制度,而其制度設計可能影響人民參與公民投票的意願。過去學界雖然已經探討民眾參與公民投票的決定因素,但是一直未深入地瞭解民眾對於公投此一制度的看法,而僅以社會背景、政黨傾向、統獨立場等等爲主要的預測變項,也未探索民眾對於特定公投是否適合公投的看法以及其投票意向。本文檢視民眾對於公投制度的評估,以解釋從公投是否成案到投票的政治態度與行爲。運用「台灣的公民意識:理論與實踐」計畫之調查資料,探討影響2008年「立法討黨產」公投及「入聯公投」過程中,民眾公投參與情形與投票意向。我們的發現是,對公投制度的評估,影響討黨產和加入聯合國是否適合公投,而政黨認同、統獨立場、民族認同、對公投制度的評估、議題是否適合公投和政治信任感等態度影響是否參與這兩項公投以及投贊成票。我們的研究不僅提供新的公投態度測量,也對於未來的公投發展提出展望。
    Referendums represent the institution of direct democracy by complementing the representative democracy. Previous research only considered party identification, independence/unification issue position, and Taiwanese identity as the major predictors of participation in the referendum. We argue that public opinions not only decide the final results but also influence the process of initiation. Furthermore, the design of political institutions might affect the willingness of the public to participate in referendums. In the 2008 Legislative and Presidential elections, there were two referendums held at the same time respectively. -referendum and their voting behavior. This article constructs people`s assessment of the popular referendum and uses it to predict participation and voting decisions in the referendums with other factors based on a pre-election poll. The results show that the assessment of the referendum significantly affects opinions on whether the issues should be decided by popular votes. We also find that the assessment of the referendum and political trust, party identification, and the position of unification and in independence play important roles in affecting referendum voting behavior.
