Abstract:	自從以色列於1948年獨立建國之後,如何確保國家安全一直成為政府最重要的工作.為維護國家安全,以色列一方面在外交上盡可能與美國及西方國家維持密切的合作關係,一方面則在國防上設法引進現代化的軍事裝備與科技, 以及建立自己的國防工業.隨著國防工業的發展,以色列在一九七０年代以後,也開始對外輸出若干自製的軍事裝備,例如頗負盛名的百加利艦對艦飛彈、幼獅型戰鬥機,以及烏茲衝鋒槍等等.透過對外輸出軍事裝備,以色列不但減輕發展國防工業的財政負擔,而且也能更有效的推動外交政策.同樣的,以色列在引進軍事裝備或科技的時候,除基於國防上的考慮之外,也有外交上的意義.到底以色列如何應用軍備轉移來彌助或強化其外交政策?以色列的軍售與軍購政策各為何?以色列是否有規範軍售及軍購事務的法令或法律?以色列的軍備轉移政策是否可供我國參考?本研究計畫的重點即在探討這幾個問題.本研究計畫著重政策分析,首先將探討以色列的軍事採購政策,其次探討以色列的軍售政策,再接著是分析以色列如何運用軍備轉移來彌助其外交政策,最後則是探討以色列如何防止軍備轉移發生弊端.
