    摘要: 軍備轉移為一國外交政策的工具之一。美國、中共及以色列皆充分運用之,惟得失互見。軍備轉移近年來亦成為三國賺取外匯的一項工具。由於地區性及種族性衝突並未隨冷戰的終結而減少,致軍備的需要不減反增,該三國的對外軍售亦增。
    Arms transfer is one of the instruments a state employs for carrying out its foreign policy. The U.S., mainland China, and Israel all make full use of arms transfer, but with mixed results. In recent years arms transfer has also become an instrument for earning foreign currency. The end of the cold war has not reduce regional or ethnic conflicts. The need for arms thus is increasing. Consequently, all three countries have increased their arms sale.
