    Abstract: 本文討論上海從社會主義工業城市轉變到世界城市的過程,以及相對應的城市調節模式的轉型。不同於過去強調地方政府在經濟發展中的角色,本文從調節理論的角度,指出上海的城市轉型必須從制度轉變的角度來研究,這些制度包括了中央與地方關係、地方政府角色、金融體制、企業形式與勞資關係的面向。我們指出,上海從社會主義工業城市邁向世界城市的過程,是一個制度演化的歷史發展,其中社會主義的中央控制和調節機制逐漸瓦解,而自搭配市場機制的社會制度所取代。不同於社會主義時期的城市調節模式相當程度是相對應於社會主義的積累體系,現今的世界城市調節模式仍在演化中,夾雜著社會主義控制與資本主義市場經濟的要素,而有制度的不一致性,未來尋求制度的一致性將是上海發展的重要挑戰。
    This paper discusses the transformation of Shanghai from a socialist city to a world city status and the underlying transition of its local mode of regulation. Differing from former studies that stress the state`s role in economic development, this paper argues that Shanghai`s transformation relates strongly to its institutional forms, including the center-local state relationship, the role of the state, monetary form, enterprise form and wage relations. We argue that the transformation of Shanghai city from a socialist industrial city to a world city involved a complete set of institutional reforms, in which the role of the state`s planning was gradually replaced by market-oriented institutions. However, different from the former stage where the institutional forms had relatively coupled with the socialist regime of accumulation, the current institutional forms are still in evolving that have lacked an institutional fix to the capitalist accumulation. This will be a challenge for Shanghai`s development in the future.
