    摘要: 公共政策過程中,專家學者常扮演舉足輕重的角色,但是卻很少成為被檢視的對象。本文記錄作者在1997 年進行論文研究時,介入台北市政府刪減居家服務的決策過程,作者分析過程中國家與專家結盟的權力運作模式,並從中以組織結盟和生產反抗論述的方式進行介入。在記錄專家權力如何強化壓迫關係的同時,作者對自身也是專家的事實進行反思,並嘗試實踐以促動改革為目的的專家權力的可能性。
    Experts often play a key role in the public policy-making process. Yet, the roles and effects of experts seldom become the target of scrutiny. This paper is aimed to reveal how experts ally with the state to form a disciplinary power in regulating the front-line workers. Struggles and conflicts in the event of service reduction in home care service of Taipei City in 1997 provide a field to examine the micro practices of expert power. The author reflects upon how the expert power works to strengthen the state control and searches the possibility of counter strategies. The possibility of organic intellectual is discussed as conclusion.
