Abstract:	作者曾於2008年針對和平研究與安全研究的關聯性，主張讓和平研究依附在安全研究之下，並界定兩者間為連體嬰關係。此次適逢和平研究五十週年，作者提出人類安全在研究上可反映約翰蓋爾敦(Johan Galtung)建議的五大必要性，透過以人類安全中的國家「保護責任」(Responsibility to Protect, R2P)概念，試圖連結安全研究與和平研究的聯屬關係，強調國際社會產生了「以人為中心」(people-centric)的原則。本文想要呈現的是國家「保護責任」可視為對聯合國維持和平行動的修補，其重新闡釋了和平人道干涉與人類安全的相互關係，足以說明積極和平與維護安全具有一種搭橋合作與對話互助的模式。和平與安全的互賴共存，如同現實世界中存有的自由主義現象，導因於國際規範制約使然，而規範則來自一種普世價值的形塑，並存在於人類社會中，為了修正不完美的既存狀態。
