Title:	我按讚，但你不知我是誰——匿名的表現自由

Abstract:	一、一群情色漫畫愛好者，擬組成「你好色我好愛協會」，倡議推展情色藝術。然而人民團體法第一○條規定，人民團體於申請立案時，應檢具「會員名冊」。而會員多數均不願意被外人得知其加入此協會，因此拒絕將理監事以外的會員名冊陳送主管機關。主管機關遂否准其立案之申請。協會之發起人張三，主張人民團體法侵犯了其「匿名發表言論」之權利，應屬違憲。請問，有無理由？二、有鑑於網路文化，容易讓言論激化，且造成諸多不負責任之批評。立法委員某甲遂提案制定「網路顯名法」，要求所有的網路使用者必須使用真名於網路服務者處註冊，且在網路上發言不得使用化名。但也有立委反對，認為這樣全面要求顯名，有侵犯表現自由及隱私權之虞。您認為何者有理？
