    Title: 後證照時期的台灣社會工作專業如何自我解殖？

    Abstract: 社工師法確立了台灣社工助人專業以證照做為專業化的路徑，十五年的實施經驗造成了社工專業實務與教育體制的革命性改變。順著陶蕃瀛批評證照化是建制化的批判，本文針對證照制度後的社工教育如何造成社工知識領域的疆界形成與社工之間的階層化，瓦解了社工專業推動社會變革的能力，使得社工專業更進入體制內，而不是與案主一同站在體制外尋求改革。首先，社工做為一種助人專業在本質上更接近倫理實踐，而非純粹科學理性知識的運用，因此專業知識的類型無法只侷限在實證典範的工具性知識，更需要詮釋典範的互動性知識與批判典範的解放性知識，但是證照制度所依靠的國家考試獨尊實證典範的工具性知識，造成社工專業知識範疇的進一步窄化。其次，在確保專業知識的排他性，社工教育開始排除以往社會學與文化人類學的課程訓練，並開始推動以證照考試科目標準化的教材，使得社工學生逐漸失去多元學科的跨界能力，尤其是鉅視分析的批判能力。社工知識本身原本的多元性，在社工證照專精化的過程，被進一步排除與貶抑。我將從歷史演變、認識論與社工領域內部的多重聲音三個角度反省證照制度對現有社工知識的限制。最後，面對證照制度所形成的內部殖民體制，我認為社群參與的民主化原則可以作為社工專業思考另類專業化的路徑，透過社群內部對話讓掌握權力的人對社群負責。
