    Abstract: 新聞自由已由當初的言論自由演變成具監督政府功能的第四權,重視新聞媒體的獨立性和自主性。自由之家與無疆界記者組織發表新聞自由年度調查報告,基於保障媒體自主性的理念,訂定了一套包括法律、政治以及經濟層面的測量標準。比較其報告結果與實際情況,發現媒體在商業競爭下造成新聞自由的濫用,反而成為應被監督的機構,媒體自律、改造受到普遍重視。一套普世性的測量標準宜具有更大的包容性,在原評估基準上再適度充實媒體的社會責任。
    The role of press freedom has changed from the guarantor of freedom of speech to that of the “fourth estate,” functioning as an important auxiliary to supervise the work of the government. The independence and liberty of news media have thus been highly valued. Based on the conviction of protecting the autonomy of mass media the Freedom House and Reporters Without Borders (RSF) released their respective annual report, prescribing a set of criteria to the fulfillment of that purpose including gauges in the areas of the legal, political, and economic aspects. Comparing the reports with actual reality, we find that press freedom has been abused by the news media because of competition. As a result, media has become a target of oversight. Self-discipline and reforms are urgently in need. A new set of universal standards should be more inclusive, adding social responsibility onto the list of evaluation.
