Title:	倡議型第三部門研究的回顧與展望

Abstract:	不以營利為目的的民間組織大量出現，在1970 年代早期引起學界注意。「倡議」是非營利組織的最重要功能之一。國內非營利組織學者多以「公共利益」或「社會正義」為倡導的本質，並且以社會政策為主要的倡導標的。根據這種觀點，倡導可以定義為基於社會正義的理念，透過計畫性的行動，挑戰既有政策或提倡新政策，以造成社會資源的重新分配，改善弱勢群體的處境。本文指出，台灣倡議型第三部門目前在組織結構的治理、自律機制、基礎結構、財力資源等方面，存在著明顯的特色。但總體而言，從組織結構面來看，台灣的倡議型第三部門普遍存在草根動員和財力資源的雙重貧弱，而兩者之間互為因果；此外，倡議組織之間的縱向與橫向連結也還有很大的發展空間。
