    Abstract: 大陸近來釋放許多對臺商的優惠措施，中共「國務院副總理」吳儀於9月6日每年一度的大陸臺商協會會長座談會與各地臺商會長會面，參加者包括漳州臺商會會長何西灝、天津臺商會長丁鯤華、上海會長葉惠德等人 。總共有87家臺資企業協會的會長及各地臺商負責人約160人出席。討論的議題包括：臺商在大陸就學比照大陸收費標準以及給予獎助學金、臺灣人在大陸辦理就業證以及勞動保障基金問題、要求12家臺商醫院能獲得「衛生部」批准。另針對臺商協會葉惠德提出「上海臺胞子弟學校」因陸委會覺得「臺胞」帶有歧視意味而難獲批准乙事，吳儀隨即指出，「東莞臺商小學」的具體操作已有前例可尋，「只要對臺灣學生有幫助，實在沒有必要在字面上做文章」，因此當場要求教育部將「臺胞」改為「臺商」 。但是，其中最值得關注的政策還是大陸將提供臺商融資貸款。
