Abstract:	隨著中國大陸改革開放之後，行政許可事項日漸浮濫，加上傳統的官僚體制，「重許可、輕監管」等貪污腐敗問題叢生，以及為了加入WTO等等內外因素，大陸於2003年制定了一部《行政許可法》，並已於2004年7月1日正式施行，該法被譽為具有公開、便民、效能、信賴保護等創新概念，係以建立有限政府為目標，本文除介紹其相關概念與原則外，並就該法提出其不足之處，期以未來能真正落實，而建構一個真正的法治政府。
