    Abstract: 本文指出,科學發展觀是對馬克思人類發展第三(最高)階段的嚮往與追求。它在總體上涉及「思想觀念/經濟體制/政府模式」的轉型。它包括經濟增長從「以物為本」到「以人為本」的發展,包括人的主體從「經濟人」向「自由人」的發展以及人與自然關係上從消耗性發展到可持續性發展,也包括政治體制上從威權統治到公共治理、從統制型政府到參與服務型政府的發展。本文認為,「科學發展觀」是一種「人文/經濟/民主」的對接與融合,是跨越單純物質意義的經濟增長,走向人文意義的社會綜合發展,其最終目標則是實現共同富裕和全面小康。
    This article explores the background, purpose, contents and characteristics of “the view of scientific development” proposed at CCP 17th Congress. From model of institutional transition to high speed growth, third social transformation has profound impacts on the changing landscape and future development.The article emphasizes that “the view of scientific development” is proposed on the basis of international trend and lessons of China’s reform experiences indicating four dimensions of developing perspectives: comprehensive, coordinated, sustainable and people-oriented. China has stepped on the crucial point, it will be a great challenge for China to choose between the path of sustainable development or the trap of “Latin-American decoy”. It will also be a turning point for China to consider over on the continued economic growth or the social welfare and human development.This article also explores “the view of scientific development”, which is the hankering pursuit for Marxist theory of highest stage of human development. Overall, it refers to the transformation of ideology, economic system and governance that based on human subject from “Economic Man” to “Free Man”, the transformation of human-nature relations from consumptive to the sustainable, the style of government from the authoritarian to public service and from command to participation. This article proclaims that “the view of scientific development” is a new model with humanist/ economic/democratic cementation and conversion, and it’s final goal will be built on the fulfillment of common rich and sufficient society.
