    Title: 從「國退民進」及「國進民退」現象看大陸民營企業之發展

    Abstract: 中國大陸於1999年9月十五屆四中全會時，即開始強調要進行國有企業所有制及產權方面的改革。此外，在進行國企改革的同時，大陸也逐步鼓勵民營企業的發展，並開放准許民企進入部分壟斷性或基礎性的產業。再加上中共國務院於2005年2月通過《關於鼓勵支持和引導個體私營等非公有制經濟發展的若干意見》，指出要給予民營企業國民待遇，更加速民營企業的發展。由於國企推動所有制、「抓大放小」的改革及民企獲准進入更多的產業領域，因此「國退民進」也就順理成章的成為大陸各級政府部門推動國企產權變革的一種重要方式。惟推動的過程中亦發現有許多貪污腐敗及國企資產流失的弊端出現。自2006年開始，大陸國有企業也開始逐漸併購許多經營不善的民營企業，導致在部分產業領域中出現了「國進民退」現象。而在這場「國進民退」浪潮中，最突出的就是在高度壟斷性的行業，再加上中共各政府部門在石油、金融、鋼鐵及航空等產業中，制訂出許多不利於民營企業的規定或通知，使民企進入市場門檻的障礙更為提升，導致「國退民進」出現了反轉現象，也引起了各界的注意與重視。本文主要從「國退民進」及「國進民退」的現象中來探討大陸民營企業的發展，文中除敍述大陸國企與民企的發展現況外，另外也針對「國退民進」所引發的問題、民企發展主要面對的困境及國企改革中「國進民退」的引憂等相關面向分別探討。
