    Abstract: 聯合國人口基金會2011年10月在倫敦發布「2011世界人口狀況報告」，宣布全球人口突破70億大關，呼籲全球共同應對人口增長的挑戰。事實上，經過相當時間的努力，多數國家已經緩解人口爆炸的壓力。但隨著全球化發展，人口問題與非傳統安全威脅交錯影響，加上堅持以人為本的理念逐漸受到世界各國重視，1994年「人類安全」概念即是意味著能夠安全實現人類永續發展，21世紀初期，有關「人」的安全之各項議題皆成為國際交流對話的主題。「人口安全」是由中國大陸在2003年率先提出；大陸學界認為「人口安全」是對人類安全的補充和發展，也是從安全、發展的視角去看待人口問題，目前在大陸政、學界已掀起「人口安全」研究的熱潮，是值得探討的一個新的議題。
