    Abstract: 中國大陸自1979 年改革開放以來，即成為全球企業、資金競相湧入的地區。然而，大陸經濟快速的發展，除帶來經濟成長率，卻也造成分配不均、環境污染、區域發展失衡等社會矛盾。為了解決經濟發展所帶來的社會失衡，中共於「十六屆三中全會」提出科學發展觀，並以此作為「十一五」期間以加工貿易為主的產業轉型升級的論述基礎。中共之所以推動產業轉型升級，在經濟戰略的意涵，就是要改變大陸「世界工廠」的角色，讓製造業脫離全球產業價值鏈低端的位置，並不再以犧牲勞工權益、耗損資源環境來成就GDP，讓「中國製造」成為「中國創造」；在政治戰略意涵，一方面是為了政權的穩定與合法性，另一方面，則是為了能在資本主義體系擁有更大自主性，成為真正的經濟大國，為和平崛起提供堅實的物質基礎。
