    Title: 廣東烏坎民主選舉之評析

    Abstract: 2011 年9 月21 日，廣東省陸豐市烏坎村民因廣大面積土地以與房地產商開發土地之理由遭村官私賣，加上財務、選舉問題等對村幹部不滿而上訪、進而抗爭，但問題並未獲得解決。汕尾市政府公開將此通報為「事件背後有『境外勢力』介入」，並刑事拘留帶頭抗議的民眾。扣查期間，村民薛錦波離奇猝死，村民質疑當局嚴刑逼供，12 月初烏坎村民又開啟另一波抗爭，號召上萬人堵路抗議，官方隨即調集武警包圍村莊，引發嚴重警民對峙與衝突。迨及12 月20 日，政府官員派代表進村與村民代表談判，接著廣東省委副書記朱明國負責成立工作組處理此事件，同意對村民行為不追究，並答應村民訴求，抗爭行動平和落幕。維權領袖林祖鑾並於2012 年1 月15 日被任命為烏坎村的黨總支書記。烏坎村於2 月選出村民選舉委員會與村民代表，3 月3 日在官方允許下舉行村委會幹部民主選舉。「烏坎事件」從村官盜賣土地、大規模抗爭、官方預備鎮壓到妥協，最後舉辦民主選舉，可以說是「峰迴路轉」，也因此引發外界對「烏坎經驗」的關注。
