Abstract:	去（2013）年11 月，中共「十八屆三中全會」提出以「市場化、自由化」為主軸的全面深化改革的總目標。此一全面深化改革的綱領性文件，已成為今後中國大陸經濟體制改革的藍圖，因此今（2014）年被稱為「全面改革元年」，中共將陸續推出各領域的經濟體制改革方案。今年6 月30 日，中共中央政治局召開會議，審議通過《深化財稅體制改革總體方案》、《關於進一步推進戶籍制度改革的意見》、《黨的紀律檢查體制改革實施方案》，其中，在財稅體制改革和戶籍制度改革方面，中共釋放出公共財政預算透明化，深化稅收制度改革、地方政府間財政關係和城市戶籍基本鬆綁等改革政策和措施，此一涉及大陸財政體制和社會經濟領域的改革方案，對於全面深化改革和未來大陸社會經濟發展具有何種意涵並將面臨那些問題，正引發海內外高度的關切。
