    Title: 政府危機管理之協調行動模式:概念與模式建立

    Abstract: 隨著環境的日趨複雜,當代的公共危機已不再是依賴個人即可處理的單一的事件,故如何促成部門間產生有效的協調,便成為政府危機管理的核心問題。本文採危機為一種演化過程的觀點,先從影響政府行動之危機特性的角度分析,並定義出八種不同的危機類型,以及八種危機管理的決策原則。其次,本文作者於整理理性選擇途徑對集體行動的研究成果,歸納出數項影響政府各部門產生協調行動的重要因素。最後,作者嘗試整合本文相關理論的邏輯概念,以建構「政府危機管理之協調行動模式」,並提出若干待驗證的問題,做為未來對危機管理之集體決策及協調行為進行實徵研究的假說基礎。
