    Title: 政府資訊資源與民眾使用網站行為之相關性研究

    Abstract: 數位治理時代的來臨,帶來了資訊通信技術的發展,卻也造成了數位落差的現象;而政府面臨現況的發展,根據不同時代的需求投入了許多的政府資訊資源。然而在面對數位落差出現到數位機會開拓轉變之下,在資訊社會的今日,政府資訊資源投入的現況以及其貢獻究竟為何?以此為前提,本研究的目的主要檢視臺灣各地區民眾是否擁有足夠的政府資訊資源,以及探討民眾使用政府網站或私人網站的行為與政府資訊資源之間的關係。
    本研究經由文獻檢閱,整理出目前政府資訊資源的現況,包括資訊設備、資訊人力以及公共免費無線網路,並透過地理資訊系統繪製政府資訊資源之分布。本研究的研究方法為次級資料分析,資料蒐集自103年數位機會調查原始資料、102年政府機關作業效率書面查核問卷、中央(iTaiwan)及各地方政府無線網路熱點。首先計算資訊設備與資訊人力的可近性,並以地理資訊系統估算無線網路可近性,接著利用階層邏輯迴歸分析,討論政府資訊資源對於民眾使用政府網站與私人網站行為之相關性。
    整體結果顯示,政府資訊資源的投入對於民眾使用政府網站之三個行為,包括線上查詢、線上申請及線上討論,皆未有顯著地影響。對於民眾使用私人網站之三個行為,包括線上查詢、線上掛號及線上討論,其中在查詢與討論行為上未有顯著地影響,而在掛號行為上有著顯著的相關。根據分析結果,本研究提出以下三點政策建議:政府資訊資源再投入之取捨;民眾參與政府相關行為之擴展,結合生活化思維;重新思考政策走向。
    The digital management era brings about development of information and communications technology, however, it also causes phenomenon of digital divide. The government, facing in the development of current situation, puts a lot of government information resources according to the needs of different times. However, in the face of the digital divide and change of digital opportunities arise to develop, under information society nowadays, how far does government information resources input up to now and its contribution go? In this premise, the main objective of this study is to examine if various regions of Taiwan people have enough government information resources, and to explore the relationship between the public use of government information resources and private websites.
    The study, with literature review, has sorted out current status of government information resources, including IT equipment, IT manpower and free public Wi-Fi network, also mapping distribution of government information resources through geographic information system (GIS). The methods in this study is a secondary data analysis, data collection of questionnaire from digital opportunities (2013), written questionnaire of governmental agencies’ operating efficiency (2012) and central and local governments Wi-Fi hotspots. Firstly, I compute availability of computation information devices and information manpower, and use GIS to estimate availability of wireless network, then use class-based logistic regression analysis to discuss correlation between government information resources and public’s use of government and private websites.
    Overall results show that the input of government information resources had no significant effect on three acts in public’s use of governmental websites, including online inquiries, online applications and online discussions. For the acts of public’s use in the private websites, including online inquiries, online registration and online discussion, they have no significant effects from inquiry and discussion, while act of registration had significant correlation. Based on the analytical results, this study suggests the following three policy recommendations: The decision is made on one more investment in the government information resources; public participation expanded in government-related behavior, combination of life thinking; rethinking policy direction.
