    Abstract: 原住民族生活地區具有生態多樣與環境敏感的特性,隨著原住民族土地權主張的提 出,以及自治進程的持續推動,可以預見「共同管理」乃至「共同治理」將會是平衡原 住民族土地自然資源權利與國土保育利益的重要工具,但要落實「共同」二字,則必須 使原住民的「知識」參與到制度的建構之中,而非僅是讓原住民的「勞務」參與執行國 家既定目標之工作。本子計畫的目的,是透過學術的研究,提供未來結合原住民知識於 土地自然資源相關共同治理機制之思考基礎。本子計畫將以雪山山脈兩側(亦即 2000 年的馬告國家公園爭議、2006 年的司馬庫斯櫸木事件、2012 年南山檜木事件發生之核 心地區)Mrqwang、Knazi、Mnibu 三個屬於泰雅族 squliq 語群之部落群為研究對象,採 用穿越線調查、社區製圖、深度訪談等方法,從地景的命名與分類出發,探討泰雅族 squliq 語群對於地景的知識、對各項資源的利用與維護的方式,以及其背後社會組織特性、生 態邏輯與價值觀,接著進一步分析國家現今對此研究區域之自然資源的管理制度與這套 制度下的資源衝突,並對於未來如何建立結合泰雅族部落組織與土地知識的共同治理機 制,作出具體建議。
    The mountainous areas where Taiwan indigenous peoples live in are usually biologically diverse and environmentally sensitive. Along with the advocating of indigenous land rights and the progress of indigenous autonomy, it can be foreseen that co-management, and even co-governance, will be a significant means to balance the interest of indigenous rights and natural resources conservation. Aiming to explore the way to integrating indigenous knowledge in the co-governance regime, this research adopts the methodology of ethno-physiography to study the indigenous Mrqwang, Knazi and Mnibu communities in the Snow Mountain Range. Beginning with the analysis of the indigenous naming and category system of landscape, this research will approach the indigenous knowledge of natural resources, their utilization, maintenance and related social organizations. Furthermore, this research will exam the state’s resource management system in this area, point out how it conflict to indigenous knowledge, and make suggestion to the institutional revision for the establishment of natural resource co-governance regime.
