    Abstract: 台灣位山坡地區的原住民族部落,向以農林業為生。以新竹縣尖石鄉泰雅族部落為 例,族人常於農耕地旁栽植樹林,實施複合式農林業經營,以維護水土。有關山坡地的 利用,國外已有研究證實,設計良好的複合式農林業,且朝向有機方式經營,可提供商 品與非商品產出等多重功能;其中,商品產出係指維持農林業生產與糧食安全,而非商 品產出則指提供碳吸存、土壤肥沃度、生物多樣性保護、空氣及水質改善等許多生態系 統服務或正外部性功能外,尚能紓緩土壤侵蝕、過度開墾、土壤肥力衰退等負外部性問 題(Young, 1986)。進一步言,複合式農林業不僅有助於農民維持生計,而其經營過程 產生人類文化與自然互動的結果,也對農耕地景、社會文化的維繫有所助益,故為「多 功能地景」所不可缺少的一環(Jose, 2009),也是原住民部落永續發展的重要元素。 本計畫選取新竹縣尖石鄉泰雅族部落為案例,擬採實地深度訪談,瞭解其採複合式 農林業之情形、有無遭逢困境,並藉文獻知悉國外實施複合式農林業之經驗,以探討複 合式農林業與有機農業對多功能性達成、山坡地水土保持產生何等助益,且評估其於台 灣原住民地區推行之法令限制,以利研擬未來推行的原則與策略,藉供政府、原住民部 落需進行災後重建與部落發展之參酌。
    Taiwan mountainous indigenous communities make living by agroforestry. Taking Tayal indigenous communities in Jianshih, Hsinchu as an example, they often grow trees along the crops to conserve the slopeland. With regard to slopeland use, foreign researches have been proved that well-designed and organic-oriented agroforestry provides functions of commodity output(CO) and non-commodity output (NCO). Function of CO refers to maintain agroforestry production and food security. Function of NCO not only refers to carbon absorption, fertility, protection of biodiversity, and improvement of air and water quality, but also relieving negative externalities, such as soil erosion, over cultivation, and decline of soil fertility (Young, 1986). Furthermore, agroforestry helps farmers to earn a livelihood, and the process of operation results in interaction between human culture and nature which holds farming landscape and social culture together. Jose (2009) considers that agroforestry plays a prerequisite role of “multifunctional landscapes.” We think it is the main element to drive the indigenous communities to sustainable development. This plan selects Tayal indigenous communities in Jianshih, Hsinchu as study cases, and take research method of In-depth interview to analyse research case through foreign agroforestry and organic farming experiences to realize how they achieve multifunctionality, improvement of slopeland water and soil conservation. We also would like to estimate restraint of laws and their feasibility in Taiwan for future strategy making.
