The goal of this study is to explore the organization’s required resources and capabilities for developing a successful cloud service, using National Palace Museum as an example. Cloud services allow organizations to develop capabilities such as on-demand access, pay-per use, rapid fulfillment, and resource pooling, to name a few, in a global-scale network. Yet, how these capabilities can be embodied into the organizations is still not well known. While cloud computing is the underlying information technology, what is the key technology element that can help organizations capture these capabilities? What services can we build upon cloud computing technologies? How can these technologies be successfully implemented? To answer these questions, we need a methodology that provides a more systematic examination of current cloud service technology development, from the identification of key technology components, to the implementation roadmap of each technology, as well as adoption and diffusion of technologies by the organizations or relevant outside stakeholders. More specifically, in this proposal, we will focus on three critical issues: identification and management of effective information technologies for cloud service, strategic analysis of organizational resources and capabilities on the cloud service adoption and diffusion, and cloud service performance assessment. The survey approach can help justify the proposed methodology and provide a useful insight for the identification of a roadmap for developing a successful cloud service in terms of a wide diffusion and large organizational values.
