Abstract:	本文擬以社區導向發展（Community-based development）理念，結合社會網絡成長聯盟（Growth-coalition）與都市機制理論（Urban-regime theories），探討政府、開發商、社區居民于再發展事業開發過程中所扮演的角色及從事規劃開發時彼此間的決策結構，及協商再發展事業中，如何組成具有自足性的社區開發團體，進行再發展事業之規劃及開發。希冀從往昔被動告知參與，甚少有影響力的社區居民，轉變成具有自主權且可影響開發事業之決策者，以主導整體再發展事業之推動，達到社區環境永續經營之終極目標。
