| Abstract: | 近年來全球石油和天然氣等燃料的廣泛使用，導致二氧化碳等氣體大量排放，溫室效應導致全球氣候變暖，造成北冰洋冰層融化加劇，極地內油氣礦產等不再受冰層保護，其豐富資源與便利航道等相關利益逐漸浮出檯面。隨著北極戰略地位與經濟利益價值越顯重要，北冰洋沿海國及世界上主要國家在北極地區的權益之爭將愈演愈烈，北極相關問題儼然成為全球關注焦點之一。二十世紀崛起強權-中共，在地緣戰略中北極對中共而言深具戰略意涵與重要，身為「北極理事會」永久觀察員，中共將如何面對北極各項事務，對後續之挑戰、機遇與因應之道，殊值得我們研究探討。
In recent years, widespread use of the world`s oil and natural gas and other fuels, leading to massive emissions of carbon dioxide and other gases, the greenhouse effect leading to global warming, causing increased melting of Arctic ice, mineral oil and gas within the polar ice is no longer protected, its rich resources and channel and other stakeholders to facilitate gradually surfaced. With Arctic strategic position and economic interests worth more significant important dispute Arctic coastal and interests in the world`s major countries will be intensified in the Arctic, Arctic-related issues has become one of the world`s spotlight. Rising power of the twentieth century - the CCP, in geostrategic terms in the Arctic deep strategic implications for the CCP and important, as "Arctic Council, AC " permanent observer, the CCP will be how to face the affairs of the North Pole on the follow-up of the challenges, opportunities and coping way, deserve our special study. |
