    Title: 經濟影響政治?以中國大陸對台採購為例

    Abstract: 台灣的政治運作以「民意」作為主要的支持力量。因此，胡錦濤主政以後採取「寄希望於台灣人民」作為對台方針的主軸，使得兩岸經貿交流成為對台政策的重點。中共希望透過對台大量的經濟挹注以及大舉讓利的策略，促使台灣人民對大陸既有的負面印象產生扭轉，並以台灣民意影響台灣政府的對中政策，進而達成「經濟統戰」或是「以經促統」的目標。但是，從2005年到2008年的民意調查資料顯示，民眾在統獨的立場上是相當穩定的。然而，在2008年底金融海嘯席捲全球，使得台灣的經濟面臨了巨大衝擊，此時正是中共對台進行經濟攻勢的最佳良機。 中共分別在2009年與2010年，連續派出大型採購團，對台灣進行全面性的採購，而這種採購團的採購廣度與深度是前所未見的，更勝於大陸對其他國家所進行的採購計畫。而台灣在這樣的經濟攻勢之下，政治層面與經濟層面又會受到什麼影響?中共是否因此達到經濟影響政治的目的?筆者欲從「經濟策略術」（Economic Statecraft）的概念作為出發點，觀察中共對台採購策略的特點，並分析政治與經濟層面的影響，最後在兩岸關係未來政治與經濟領域上的發展提出問題與建議。
