    Title: 政権交代後の日本における政官関係の分析

    Abstract: 戦後の日本政治発展を論じるとき、自民党による一党優位制の下の派閥政治とともに焦点になるのは、政治家と官僚の関係である。政治家と官僚の関係について、戦後から展開された研究には、「官僚優位制」、「政党優位制」と「政官相互浸透」という三つの論点から、後日本政治の政官関係の発展と変化を理解してている。1990 年代以降、プリンシパル・エージェント理論をもって、政官関係を分析することは日本行政学の主流になっている。この理論によると、ガバナンス構造は様々なプリンシパル・エージェント関係で特徴づけられ、政官関係のモードを規定している。2009 年に成立した民主党政権には、政権公約に基づき、「政・官・民の共治」というガバナンス構造を掲げ、民主多元主義的な政官関係の構築を主張している。本稿では、政権交代後の民主党政権における新たな政官関係を構築できるかどうかについて、官僚への評価、政党の統治能力、そして取引費用の克服の可能性によって変動すると指摘している。
