    Title: 東北亞的經濟互賴與權利平衡：以制度性平衡模型分析

    Abstract: 本文主要以制度性平衡模型探討東北亞區域的發展。冷戰結束之後，國際權力結構有了新的改變，冷戰時的兩極體系不再，美國成為世界唯一超級強權，儼然形成一超多強的秩序結構。然而，隨著東亞區域的經濟快速發展，特別是中國崛起，使東亞乃至全球的國際權力結構產生變化。與此同時，全球的經濟相互依賴程度增加，並建立許多國際合作制度，如世界貿易組織（WTO）等等，使得傳統的軍事平衡策略成本相對提高。面對不確定的國際權力結構以及國際經濟的關係緊密，各國普遍採取軟性平衡策略，意即透過制度已達到相互制衡，此亦為一種避險（hedging）策略。在國際無政府狀態下（anarchy），國際關係理論學派新現實主義（neo-liberalism）亦不容忽視。於是，藉由進一步整合新現實主義與新自由主義，而發展出制度性平衡模型（model of institutional balancing）。本文研究範圍將東亞區域略分為東北亞與東南亞，並聚焦在東北亞的區域發展。在此，以中、日、南韓及美國為主要角色，透過制度性平衡模型分析東北亞的經濟互賴與權力平衡之策略，並且以東北亞自由貿易區及亞太經合會（APEC）為案例研究
