Title:	氣候變遷下歐盟作為的分析

Abstract:	2009年12月「聯合國氣候變化框架公約」(United Nations Framework Convention on Climate Change, UNFCCC)第15次會議在瑞典首都哥本哈根召開，會後將制定的「哥本哈根協議」，其將取代2012年到期的「京都議定書」(Kyoto Protocol)，做為新的約束溫室效應氣體之公約。而歐盟在參與哥本哈根會議初期，即承諾願意於2020年前較1990年時二氧化碳排放量少20%，歐盟在積極承諾減碳的同時，僅是抱持著共同維護地球環境的心態嗎？抑或如新自由制度主義所言，國家再透過制度合作的同時，會企圖追求最大化的利益？本文章將討論從「京都議定書」到「哥本哈根會談」，當中對於環境保護的主要核心政策究竟改變了多少，且歐盟國家在其中發現了多少商機，在整體環境惡化的狀況下，歐盟是如何配合「京都議定書」的要求，並開發新科技，在協助開發中國家的同時，也藉由創新的綠能科技來減緩對自身的衝擊。最後本文章也以歐盟為借鏡，期望台灣除配合國際上減碳基準之外，能夠學習完整連結相關產業與減碳措施，使能跟上國際潮流，且維持一定的經貿水準
