Title:	人類安全、氣候變遷和小島嶼發展國家

Abstract:	根據2004年「聯合國開發計劃署」(United Nations Development Programme, UNDP)所公布的人類安全相關威脅的型態：全球經濟改變、農業改變、疾病、污染與土壤惡化、衝突、天災，以及文化全球化與戰爭等，均與「小島嶼發展中國家」(Small Island Developing States, SIDS)息息相關。尤其伴隨著氣候變遷，海平面上升、溫度升高、海洋酸度(ocean acidity)與颶風強度，都顯示著「小島嶼發展中國家」的脆弱性(vulnerability)與其面臨的主要威脅。一般而言，太平洋「小島嶼發展中國家」的人類安全情況是相當脆弱，因此永續管理和教育成為相當重要的政策。根據「世界氣象組織」(World Meteorological Organization, WMO)指出，沿海洪水氾濫和侵蝕的風險逐漸升高，特別是低窪地區和這些小島嶼國，聯合國估計未來至2050年將置有50萬至250萬人口因為氣候變遷而成為境內難民(Internally Displaced Persons, IDPs)與環境難民 (Environmental Refugees)。緣此，本文希望透過氣候變遷對「小島嶼發展中國家」所帶來的挑戰，探討環境變遷對人類安全的影響，闡明「小島嶼發展中國家」與國際環境建制的關連，以及國際社會如何透過條約體系方式協助小島嶼國家。
