    Abstract: 外交部為配合檔案法、政府資訊公開法中有關促進檔案開放應用及政府資訊公開,以滿足民眾「知的權利」及學者研究需要,結合「檔案審查」與「檔案寄存」方案,依序辦理條約、檔案寄存,進行與故宮博物院、中央研究院近代史研究所檔案館及檔案管理局間之業務合作,進而為便捷外交檔案與條約之開放應用奠定基礎,提昇條約、檔案運用效能,是實踐政府機關與博物館、檔案館之資源整合與分享,提升檔案管理效能,促進檔案開放應用的具體案例。 本文依序闡述本案例:壹、案情摘要;貳、狀況描述,包括:一、客觀環境狀況描述;二、主觀因素狀況描述;參、過程--創新策略與作為,包括:一、「檔案審查」創新策略與作為;二、「檔案、條約寄存」創新策略與作為;肆、結果—改善前後效應說明,包括:一、有利於檔案、條約及界圖長久保存;二、健全檔案管理及便捷檔案開放應用;三、配合落實「節能減碳」與「異地備存」政策;四、加速完成外交部國家檔案鑑定徵集與移轉;五、促成外交實體檔案全宗管理;六、建構外交史料館;七、解決機關檔案庫房空間飽和問題;八、提高檔案運用率與提昇政府資訊公開形象;九、擴展檔案應用層面;十、促成外交檔案目錄與數位影像檔資源分享;伍、結論-展望未來。
    In accordance with the Archives Law and the Government Information Disclosure Law aimed at promoting the public use of government archives, the Ministry of Foreign Affairs cooperates with the National Archives Administration to facilitate access to diplomatic archives and treaties. Treaties and archives have been preserved in the National Palace Museum, the Modern History Research Institute of the Academia Sinica as well as other institutions, to satisfy the right of the people to access diplomatic archives and the research needs of scholars. This paper is divided into four main sections: case summary, background information, process – innovation strategies and implementation, as well as conclusion. The background information includes subjective and objective descriptions of the circumstances, while the third section of process includes innovations on the review of archives and its preservation. The conclusion, which illustrates the differences being made by the innovation of archive management, is further subdivided into 7 parts: 1. long-term storage of archives, treaties and maps; 2. archive management and facilitation of access/use of archives; 3. implementation of “carbon footprint reduction” and “different storage site” policy; 4. expediting the collection and transfer of diplomatic archives; 5. laying foundation for a diplomatic archives museum; 6. solving the problem of storage space; 7. increasing the efficiency of archive use and upgrading the public image of government information disclosure services.
