Title:	預售屋與成屋在空間次市場之價量關係─「振興營建業措施」效應檢討

Abstract:	「振興營建業措施」是希望從舒緩住宅市場餘屋，增加營建業者的資金回收，以避免造成金融市場危機的發生。然而，因為不同的住宅次市場所面對的市場條件不盡相同，且存在不同程度的競爭與合作關係，因此本文建立住宅空間次市場與類型次市場之間，價格與數量的相互影響流程，從較完整的角度探討住宅市場中各種價格與數量的結構關係。實證結果顯示，預售屋價格對成屋價格存在波及效果，且台北市與台北縣新建住宅供給均呈現蛛網現象，住宅存量－流量模型的均衡機制亦未能有效發揮。同時，台北市縣成屋市場之間的競爭與替代程度不高，因此住宅消費行為在空間次市場之間的移轉效果並不大。此外，台北市住宅價格降低將可有效促成市場規模的擴大，但台北縣住宅市場的降價行為，反而造成市場規模的萎縮，因此降價策略僅適用於台北市，台北縣住宅市場的問題，確實不是任何短期措施能夠有效解決的。
