    Abstract: 本計畫執行的第一年我們已經建構完成一個具有語意式電腦法律規範Law-as-a-Service (LaaS)的雲端服務架構平台。在這個LaaS的雲端法律規範架構平台之上,個人資料保護法與國家安全保護法的兩種型態的法律規範可以運用本體論與規則結合的語意式電腦規範語言來加以表示與自動化落實。LaaS的雲端法律規範架構平台是以OWL-DL本體論來表示上述兩項法律的核心概念,並且以Datalog的規則來進行上述本體論資料的查詢與保護,更進一步透過Stratified Datalog with Negation來提供符合法規規範例外案例資料判讀與處理。另外為了實現雲端資料委外時被保護的目的,我們將運用資料庫欄位切割與加密的方式來避免資料被雲端提供的第三者窺視與濫用。最後當來自不同區域的雲端資料因為資料跨域整合與保護的需求,我們將啟動各自原有相對應的電腦式規範來進行跨域資料與規範的交換、整合與保護,並更進一步解決跨域電腦式規範協商與比對以找出可能面臨規範衝突與不適用的窘境,以確保資料在跨域交換與使用時的正確性與完整性。我們希望在第二年強化上述現有雲端跨域整合與保護的塑模架構,主要為如何整合最新的語意網本體論技術如DL-Lite為導向的本體論與規則技術如Stratified Datalog with Negation並且具體完成具有更強大但是卻是可駕馭的資料整合與保護服務於LaaS的資料雲端服務平台。
    In the first year of this project, we have built a Law-as-a-Service (LaaS) cloud service platform. Two types of laws, data protection and national security, were encoded as a combination of ontologies and rules, which can be enacted on the LaaS. OWL-DL ontologies were used to represent core concepts of the above laws. Furthermore, datalog provides ontology query and data protection capabilities. We use stratified datalog with negation to represent a policy’s exceptions and their handlings. We further use data fragmentation and encryption techniques to ensure data outsourcing in the cloud but without leaking data to curious and honest cloud service providers. When data integration across legal domains, we unified various semantic legal policies from different legal domains to avoid possible policy conflicts and inconsistencies. In the second of this project, we will enhance existing LaaS with emerging DL-Lite ontologies and stratified datalog combination to achieve powerful but tractable data integration and protection services in the data cloud.
