    Abstract: 自1950年代起我國政府進行行政業務電腦化，與始自1997年所推動政府電子化，至今總計超過四十年的電腦化與資訊化之發展。在資訊化之後的地方政府機關，其行政業務與流程因資訊科技的沿用，產生許多轉變，進而也影響公共治理。然而行政方式與公共服務轉型之主要目的，在於減少行政成本、促進行政效率、提升公民參與，增加人民對政府之信心。我國電子化政府大致上依循由上而下、由中央往地方推行的發展模式，近年來由中央政府層級推動的電子化政府方案已展現長足的進步。但做為與民眾接觸的第一線地方政府，因編制、經費、分權、政策、幅員等各種因素，其電子化治理成效亦可能有所落差。因此，建立地方電子治理成效之評估機制，將有助於瞭解地方政府實施電子化之後，行政業務、公共服務、民眾互動等是否有所改善，發掘待改進之處並提出相關建議，裨益未來我國電子化治理更均衡與全觀之發展。 本研究旨在瞭解地方政府電子化之後公共治理改善之情形，包括組織效率、民眾服務與公共參與等面向。並延續本研究2010年研究成果，以該研究所提出之地方政府電子治理成效評估指標為基礎，選定數個具備指標性意義之地方政府進行實務驗證，以做為未來全國性調查之初步實驗性研究(pilot study)。 本計畫主要研究方法是先藉由文獻檢閱與專家訪談整理出評估構面與題項，再按目前各縣市資訊環境與資源稟賦，選取三個具指標性之縣市地方政府作為研究對象，進行實務驗證，以問卷調查法實地進行地方政府電子治理實施成效評估。研究成果將是未來建立我國地方政府電子治理成效評估工具之重要研究依據，提供政府規劃未來全國性調查研究之參考。
