    摘要: 本計畫之目的是從原住民權利的角度檢視台灣國土思維以及原住民族在其中之地 位，進而檢視我國國土相關之政策計畫與措施。透過文獻回顧、檔案研究、案例分析等 方法，本計畫將從「國土內涵」、「影響評估」、「計畫機制」三個面向，探討原住民 族地位與權利之保障。在第一個面向：本計畫將檢視台灣各時期國土論述、發展/保育 計畫與作為，分析其中之意識型態、價值觀與權力關係；在第二個面向：本計畫將檢視 各種涉及原住民族與原住民族地區之發展/保育計畫中的影響評估方式與內容，分析其 議題界定以及如何評估這些計畫執行後對於原住民之影響；在第三個面向：本計畫將檢 視國土計畫機制，分析原住民族與原住民族地區參與到國土計畫的管道和程序。最後， 本計畫將對如何在國土計畫機制中保障原住民族權、促進原住民族發展，提出具體建議。
    This study aims to review the conceptualization of national land planning in Taiwan, and examine the relevant national land policies, projects and measurements from the perspective of indigenous rights. Through literature review, archival study and case analysis, this study will scrutinize three aspects of national land planning, including ‘the meaning of national land’, ‘impact assessment’, and ‘planning mechanism’. In the end, this study will make suggestions to the protection of indigenous rights and the promotion of indigenous development in the national land planning mechanism.
