    Title: 台灣宜蘭縣三星鄉行健村以集體行動促進有機農業發展之初探

    Abstract: 有機農業已漸為世人肯認具備農業永續性、生物多樣性、尊重動植物內在價值，甚至是地方發展等特質，惟其推展需要由一群秉持友善耕作、實現糧食安全、維護環境效益等理念的人們推進集體行動，方有具體實踐的可能。在台灣的宜蘭縣三星鄉行健村，部分農民為推行有機農業，乃成立生產合作社，展開揚棄慣行農業的集體行動，藉由社員互信互助，實踐不施農藥、化肥栽培，成效初具，也相當具有特色，值得一探究竟。本文藉文獻評析、深度訪談法，瞭解該村推行有機農業的始末，並參採Agrawl(2001)、OECD(2013)建立的集體行動成功關鍵因素的分析架構，說明該村得以展開有機農作經營，在於有關鍵的領導人努力勸說、建構社會資本、得到政府及非政府組織的協助，然因合作社的管理機制與安排未盡妥善且執行不足，近已出現少數成員萌生退意的危機。本文將就其遭逢困境予以解析，以利未來尋求解決之道。
