Abstract:	近數十年來，美國聯邦政府的財政補助制度(Financial Aids)不但在財政上逐漸取得重要的地位，而且被用為協助下級政府推行地方政務及實現國家政策的主要工具，對於各級政府關係的發展具有深切的影響，以致成為研究該國各級政府關係者所不可忽略的問題。尤其是聯邦對都市的財政補助，在當前都市化的社會中，更含有特殊的時代意義，其發展的背景和趨勢，值得吾人重視，並有作深入探討的必要，藉以了解此種制度在政治經濟方面的效果和影響。聯邦對下級政府的財政補助，其廣義的範圍大致包括實物贈與(Grant-in-Kind)、分成稅收(Shared Revenues)、貸款(Loan)及補助金(Grant-in-Aid)等四種；惟狹義的範圍，則專指最後一種而言，此即通常所謂聯邦對下級政府的財政補助，本文亦以此種經費補助為對象，從而觀察聯邦與都市關係的進展。
