Abstract:	清初部落社會僅以禁悖亂，戢盜賊為政事，對於設置議政組織並無迫切之需要。太祖始創八旗，建元稱汗，征服日眾，政事漸繁，國家雛型既具，議政機構隨之產生。太宗即位，武力愈張，改號稱帝，各種政務組織次第以立，議政制度遂見大備。世祖入關，除沿用舊有議政組織外，復因襲前明廷議之遺緒，清初議政體制乃形確立。確立後之清初議政體制，依照參與議政人員之不同，可將其組織別為三種類型：一、僅由議政王大臣參與議政者，係滿洲舊有之議政組織，可謂第一類。二、議政王大臣與其他官員合議者，主要係將滿洲舊制與前明廷議遺規合併而成，可謂為第二類。三、僅使大學士，九卿等參與議政者，則為循仿明朝遺規而成，可謂為第三類。本文試就此三類議政體制分別說明之。
