Title:	發行公益彩券對所得重分配影響之研究

Abstract:	一項政策如何影響所得分配情形，是財政學者相當關心的焦點，因此在去年12月才正式發行的公益彩券，對所得重分配情形造成什麼樣的影響，究竟改善了所得分配？還是使得所得分配情形惡化？故欲藉本研究來加以探討分析。本文主要是透過問卷的設計，針對大台北地區的民眾做實地的面訪，再加上次級資料的蒐集，利用SPSS及SAS等統計軟體來予以運算，以了解彩券的租稅歸宿和支出歸宿。最後由租稅歸宿和支出歸宿二者的淨效果，得出預算歸宿，觀察所得分配情形因發行彩券之後所造成的影響。
