    Title: 我國傳播政策之研究(上冊)

    Abstract: 本研究是以混合式的研究方法，整合鉅視與微視的觀點，用以探討我國的傳播政策相關課題：首先是以最鉅觀的角度，舖建一個文化、政治、經濟背景的分析，並配合傳播媒介近年發展的歷史，以導引出基本傳播問題之所在。而本研究將傳播的理念主要侷限為報紙、雜誌、通訊社、廣播、電視、電影，其理由是，如果我們不能善盡現有傳播媒介之功能，而奢談新傳播科技，那無疑是斷層而不切實際的。而這也是本研究強調參酌歷史研究的重要理由。
    在第一篇的背景分析之後，本研究的第二篇先以時間的連貫，綜述我國傳播政策的演展，強調分析現有之傳播政策思想主張及法令規範。並試著借個案分析之方法，將鉅視的觀點落實。在個案分析中，觸及到傳播政策演變的新課題：報業解限、小規模傳播、及新興錄影科技等三項。
    第三篇則是再將分析的層次落實到新聞團体，及新聞事業單位，分析其個別傳播政策的內涵，並以此和前述公共面傳播政策相比較，解析其差異現象，並以調查資料佐証之。
    第四篇則將研究觀點以鉅視背景為基礎，分析微視面的資料，也就是試著在整體的脈絡中探討個體；分別就新聞事業的綜合及個別媒介問題，徵詢從業者、新聞局人員、以及學者專家之意見，並作必要之兩兩比較分析。另並專章討論電影之有關意見分析。本篇最後是以個別之傳播政策理念的探討結束。
    在由鉅視而微視，由全面而深入的分析之後，本研究於提出結論及建議之前，研究者以第五篇引論一些變遷中的新課題，以協助建立一項認識，那就是在掌握既有問題中，復能觀察未來變遷之可能趨勢。如此政策之設計方能兼顧前瞻性實效性。
