    Abstract: [研究目的] 本研究的目的有四： 一、文獻探討施行健康保險的國家，在財務上具收支連動機制例 如德國、荷蘭）者之運作模式，提出對我國健保新制下財務 收支連動之運作建議。 二、依據需求單位所提健保會總額協定與費率審議之組織任務與 時程(如下)，評估其法律、行政及時效可行性等：(一)回復 主管機關諮詢年度總額範圍之意見；(二)協議訂定各部門醫 療給付費用總額及分配方式；(三)於費率審議前，先行諮詢 保險財務、經濟學者及社會公正人士等意見；(四)於年度開 始1個月前，完成該年度應計之收支平衡費率審議工作。 三、依據需求單位所提健保會法定任務，探討健保會如何與各相 關利害關係人（如醫療提供者、付費者、政府組織、民間組 織、一般民眾等）之互動關係。 四、研提具體運作機制之相關建議供健保會等相關政府機關或單 位參考。 [研究方法] 本研究為達到前述研究目的，在資料蒐集方面，擬採取現有文獻蒐集、深度訪談、焦點座談參與觀察法，透過相關二手與一手資料的蒐集，藉以瞭解利害關係團體對將實施健保會中收支連動機制的相關疑慮與意見。在資料分析上，擬採用質量並重的分析方式進行。 [預期結果] 一、了解其他國家的健康保險財務收支連動體制之體治與經驗，並以此做為我國政策之參考。 二、對健保匯總額協定與費用的審議程序，將涵括法律、行政及 政治三面向的分析結果。 三、對於健保會與各相關利害關係人之互動有一系統性的分析網絡。 四、提出具體運作機制之相關建議以供政策執行之參考。 關鍵詞：健保會、收支連動機制、利害關係人、機制設計、可行性分析、參與觀察
